I bought a link at a directory, but the title and URL were changed. It's a PR6 page and there is only one other link on there. Since they changed the link title and the link URL, is it still worth it or should I get a refund?

Well, when you buy a link at the directory, your submission is subject to modification as they see fit.
If your title was spammy, it would not surprise me that any "good" directories would edit it to fall in line with their guidelines.
Also for the URL, some directories only allow the domain root for URL.
I don't think you should try to get a refund. You can still get the benefits of having your site listed, even though it may not be exactly the way you wanted it.

It wasn't spammy, it was actually the title of my forums. And the url was to my forums. I'll leave it though, and see how it goes.

Don't concern yourself too much on the directory submissions unless it is high traffic.
