I know almost all there is About SEO, And I just came acrose one of google FAQ webmaster page's.
They Say the best way for higher page rank is To be linked from higher page ranked sites.
Can this be true without good content or lot's of meta keys revelent to your site ?

I think so, I had a new forum that got PR2 days after it was launched because it was linked from a PR4 page.

The metric invented by Google's founders called Pagerank is based entirely on inbound links. Your site's ranking in the search results are not entirely based on links, but a combination of offpage and onpage factors. (Although I've noticed that for some medium or minor keywords allinanchor: is the same or almost exactly the same as the results.)

I think content doesn't really matter with PR. I have a site that is PR3 and it redirects to another page, so there is no content.

Higher page rank doesn't necessarily mean anything.. it's just a popularity rating due to inbound links. Although, high PR ranked sites are usually the ones doing better, with hits, revenue, etc, due to the fact it has popular inbound links..

Inbound links are huge these days, especially for ranking high.

- True, also higher page rank depends on the total number of links that share the link architecture: fewer is the better.

- PR is rather a measure of your respective webpage's popularity which eventually supports the SE rankings in the way that more the number of thematic backlinks, higher will be your SE ranks.
