are you asking about promoting a site translated in multiple languages or how to SEO a site that is not in english? If the site is in multiple languages, create subdirectories EX: spanish.yourdomain.com or french.yourdomain.com. As long as all the content is translated, search engines will not view this as duplicate content. If you are asking just how to SEO a site that is not in english you do it the same is if it were in english just make sure you use the keywords in the language the site is in.

Use the same SEO algorithm for different language websites. Just remember two points :
1. Collect backlinks from the websites hosted in same country.
2. If possible book the domain from the country speaking the language in which you want to make website.

promote is anywhere but make sure you have a translator on your site.
