If you have quality content you will get quality links in time as people will refer to your site. Also be aware that pagerank isn't all that important apart from if you intend to sell you site.

I think the best way to promote a site is do the proper link building and submit your site to major SE's and avoid those unnecessary stuff like black hat & link farms...
