The best way to attract quality relevant inbound links is to write something that people will find useful.

Then try to have a background on optimizing the pages, on and off page:
off page - directory submissions, article submissions,forum posting and buying back links from the old sites are helpful for you.

submitting to directories is one way, very tedious however.

Generally speaking directory links are not worth much, and probably not worth the time. You'd be better off spending time writing great content for your website and letting people know about that so they may link to it.

create bogs, get content content and then rest before getting more content. then join some forums maybe related to your topic and post links back to your content that you are still posting at the moment.
Tip: When linking your site , have your link be a phrase dealing with your site topic!

Since SEO needs time and patience, I suggest that you search for link partners and just negotiate with them, you can save money. There are lots of free resources in the net to get links. There are free directory submission sites, articles and forums... In link trades, just search a site relevant to you, study the site, check it thoroughly then propose a link trade. Contact the webmaster.

Build targeted backlinks from directories, forums, blogs, related sites, social boomarkings. They will also help in SEO. Keep in mind that they also are sources of direct traffic in the long run
