Does...

<span style="font-weight: bold;">Text</span>

...have the same effect as...

<b>Text</b>

...or...

<strong>Text</strong>

...in terms of SEO?

In terms of SEO.<b>text</b> and <strong>text</strong> are same in look.

But it's different in eye of Google. When google cached the page then <b>text</b> considered as bold while <strong>text</strong> is considered as plain text.

No, it doesn't. While Ellie is correct about B and STRONG being equal in weight, they are not the same when compared to a CSS property, which carries no weight in and of itself (and thankfully so, if you ask me).

You have the wrong priorities.

Do what is best for the users of your website and oddly enough you'll find that search engines appreciate it more as well..

That too. I would have mentioned that but for some odd reason I didn't feel like it this time.

I don't think search engines care what text you have bolded or the manner in which you bold it. They care about H1,H2 tags etc, but I really doubt that bolded text makes much of a difference at all. I could be wrong.

Actually they do care about the semantics of markup (in this case the bold and strong elements), Lucas. It's one of the (many) things they use to determine the relevance of a page's content - afterall, aren't they the ones (well, at least Google anyway) saying to "build Web pages for users, not search engines"?
