There is no minimum. A site goes from zero traffic to whatever, so it crosses every number eventually.
It's less important what the metrics currently are at, and more important which direction they are heading and how quickly.
Sure, in my head, I think at times "It will be great once I get to X", but as far as planning and goals and reviewing my progress, I generally just try to improve it by maybe 10% a week or so if I can (that's a high goal -- I'm actually happy with any improvement). As long as traffic and revenue are increasing, I'm happy.
The amount of traffic I have now, if that were ever a goal of mine, I would have gotten depressed and given up because it would have seemed impossible. So I would say just make your goal wherever you are at now plus 10%. Then see how fast you can get that kind of growth, then try to do it even faster in the future.
Perseverance is key.
