It's pretty straightforward, you just have to scale outwards and build a slightly larger collection of pages while choosing a recurring theme as the glue that holds it all together.

Target an audience for each section of the site, and break your link building down to lots of smaller campaigns...

I agree with this statement: Add content to your website, which is quality and visitors will come and talk about your site on big forums with a link back to you form example.

15 KW is too much for a single page. so if you are trying to build link to your homepage for all 15 KWs, i would say think twice. i would suggest you to use different category pages and optimize each page for 2-3 keywords and then build link to those pages. for example, break down your site into 5 different categories, then each category page you optimize for about 3 keywords.

If you have more keywords, try to focus first the less competitive keywords. It hard to target all of your keywords. You must set a priority keywords to target.

I think it would be very hard to focus on 15 keywords. I will prefer you choose 5-6 best keywords and try to focus on them first.

Focus on the generic keywords for the home page and (3/4 KW for one page is reasonable) and target other specific keywords on more specific pages of your site.
Example: clothing company, clothes, for the home page, and suits on one page, skirts and dresses on another one etc....you get the picture

15 keywords is not that big of a deal depending on the size of your website. Keywords are based on content so if your content can support multiple use of each keyword then you have nothing to worry about.

Just make sure you are spreading the keywords out per page. Use your most generic keywords (2 or 3) on the home page and then use more specific keywords on interior pages; each page would have the keywords that most closely relate to its content (again keep it to like 2 or 3, i can't stand when people list 25 keywords on a page thinking they will get up on all of them)

Once you have all your on-page optimization done then start doing some link building with anchor text that matches your keywords. Whatever you use for your anchor text, make sure that is leading to the appropriate page in your site that is optimized for that keyword.

Are you going to target all 15 keywords for a single page (I mean home page)? If so its real diff to get the expected results. But if you are planning to target the 15 keywords around the site no issues. have relevant content on each page for the targeted keywords.
