I believe he means paid submission like to Yahoo etc...
I think his question is: Is my money spent on paid submission (yahoo?) going to bring me enough traffic to pay it off.
I think your talking about directory paid submissions right? Well, for me it will benefit your site because of fast approval and it will help to improve your back links in just a matter of time.IMO
Paid links can help some, if they are from relevent sites with good PR, I also like to choose paid links which also send traffic, this to me is as important as the SEO benefits as there is alot of options out there.
if you want to get a quick result paid submission was good. maybe for a new site. try for paid submission. then after your site become optimize. i mean ranking was there. traffic was there and also BL. then change to free submission.

Submit once and no more. If SEO is done well you don't need to submit because of all the links you will get. Search engine spider the web by following links so if a link to your site exists it will get found.

If you talking about paid directory submission than it is beneficial .
It increases site traffic by fast approval and also improve backlinks on your site.
But paid submission is not improve your site ranking.

There a lot of free directory submission sites but it takes time to be approve by the administrator.
Why you have to PAY for the directories if theres a free...
you must have budget if you considering to have a paid submission to high PR site, it will help your site to gain backlinks and traffics!but you can try to submit your site to free directories which has a good PR too!
Careful Rajesh - I think he just means paid submissions to search engines to get faster approvals. This will not get you banned from other search engines
