Pretty much what Michael said, yes and no. Most blogs have nofollow added to the link so they shouldn't be contributing any link juice to your site. Some blogs removed the nofollow (they call themselves dofollow blogs) so those links would pass juice.
I've seen some pages rank for things based on the anchor text used in blog comments even though those links shouldn't have counted at all and some people think they do carry some weight. Technically they shouldn't
The real value is that if you participate consistently on a blog and leave valuable, informative, entertaining, etc. comments other people reading that blog will click the links, visit your site, and possibly stick around and even subscribe.
One or two comments won't result in much, but consistently commenting will. One strategy is to pick a blog or two related to your topic where the audience of the blog seems like a natural fit for your blog and consistently post. It'll take time, but eventually the traffic adds up.
Another advantage to blog commenting is you can gain the attention of the blogger who may then link to your site. It helps if you combine the comments with linking to that other blog, especially if your posts calls for a response. It also helps if you can get to know the blogger in other places. Maybe you both comment at a third blog or you network with them through one or another social media site.
