in a seo point of view would munbers in the url have any negative effect in the search engines, or does it not matter?

i have an arcade and the game url look like this:

http://www.cargamer.net/game/4/Drag_Racer_V3/

would it be better if the url is like this

http://www.cargamer.net/game/Drag_Racer_V3/

It doesn't really matter. You already have a URL with keywords in it, it's good enough.

From an SEO point of view, you have other things to worry about. You have the common problem of having a non www and a www version of your home page.
Your page titles could be better optimized:
home page: Car games - Main
All Games: Car Games - All
Car games page: Car games - Car games

You are wasting some space there. I'm not saying you should stuff them with keywords but you could put a couple at least.

The tag cloud at the bottom is "acceptable" but the keyword stuffing at the very bottom is not.

For a 6 days old domain, you already have 11 pages indexed which is pretty good.

if you have too many outbound link in a certain page the page will look like a link farm and a link farm is not good for SEO.

A "link farm" is actually a reciprocal linking scheme where every site in the scheme links to every other site in the scheme, usually by hosting an automated script.

I have some sites with listings of items and each item has a number and then some keywords and the pages seem to rank fine, no problems with this I think.

it doesn't matter for SE,
one thing must consider on creating URL. it must be user friendly meaning it is easy to understand and memorize.
