I recently split off a section from an existing site and decided to create a new website that expands on that section. I eventually want to move the old section to the new website.

For SEO purposes, is it better to leave the old section on the first site and then link to the corresponding pages on the new site with a notifaction that the page has been moved? Or, is it better to do a 301 redirect to the corresponding pages? Would there be any negative consequences for redirecting from one domain to another domain?

You should do the 301 redirect, I don't think that there's a negative outcome with that.

301 redirect. Nope, no negative effects other than it takes a little while for the redirect to be fully implemented by SEs.

Remove the content or leave it there? It doesn't matter. Once the 301 is applied the content ceases to exist at the redirected URI.
