I agree it's a stupid way to get content, but is it a dumb way? And are those really different? I'd suggest they're duplicates from Google's perspective - if they told you something is stupid, they don't need to also tell you it's dumb. That makes their search results look bad.
But I think it's also immoral, in addition to being unhelpful to the person doing it. If Johnny can't write content except by starting with something somebody else wrote, then Johnny isn't really able to write content. Legally, it's a derivative work, at least according to the copyright hawks on this forum. For me, it's more of a moral than a legal issue, about respecting other people's work.
