If we have a new site then one side we are getting 1000 back links which are not relevant to our site and one side we are getting 10 links which are relevant to our site which is much better .

I think 10 relative backlinks is better than thousands of backlinks not related to your site.

Yeah but who cares? Certainly not the people who are on these irrelevant sites. Yeah they'll probably add a little to the general SEO campaign, but certainly not enough to make it worth the time and effort it takes to spam that many sites.

Easy - if the content is relevant to the site: its a good backlink
if the backlink has appeared without you having to put it there: its a good backlink

Quality is more important than quality.SO 10 backlinks are better than 1000
