geo-location only really matters when the language used are the same in the target country and the hosting country.
IF your site was in English (or American  ) and the target audience was English speakers in Russia then being hosted outside of Russia would be a disadvantage.
Simply being in the Russian native language and where the target audience will be searching in the Russian language means you are NOT competing for space with pages written in any other language.
Don't get caught up in the supposed technicalities of geo-location if your site is NOT in the English language because you are NOT competing in the same space.
