Dynamic websites are easier to optimize, if you know what you are doing. I make dynamic websites only. I do employ things such as URL rewriting, but that isn't much of a tool by itself.
The main reason that my dynamic websites have the potential to be more search engine friendly, is that I am usually creating means for articles to be written from the CMS, and then be linked to from the various pages, with abstracts, and the article title in the anchor text. I then make archive pages that link to all articles, or are organized by date. Since all of the articles link to all of the main pages, this is naturally very effective with search-engines. Meta descriptions and titles come from the article abstract, and article title. I also make title and meta tags manageable so that they are easy to control from a central location, but often, as in the case of articles, they default to some other piece of data.
Dynamic sites are in general, a much more powerful means of displaying information, which is all the search engines are after anyway.
