I have read from somewhere that participating in question and answer sites could help you out as an SEO. anyone can tell me how and what are the sites that I could visit?
It can help you with creating backlinks as well as possibly getting direct traffic from the answer site. Answer questions that are related to your niche and include your site link in your answer. This contributes to your credibility as an expert on the topic, as well.
alot of them are no follow, so they won't increase your backlinks but it will help get some traffic so its worth posting there, but don't post too frequent because you might get banned for spamming
Yahoo-answer is the big and there are a lot of visitor for that website.
But do not spam that web like post with out the good information, post only links, etc...

Especially with a signature full of links that make it blatantly obvious why

What Chris meant is that there is no such thing as do follow because every link is "do follow" by default unless configured otherwise.
It's kinda like saying wet water or hot fire.
It's an attribute that every mentions but doesn't exist. Look in the source of websites and search do follow...
