I know bloggers creating the same topics and then linking these posts together. Is this technique useful in SEO?

this technique is not SEO
As my grand dad told me when I was a little boy: links are advertising, not optimizing.

If you write legitimate interesting content on a niche, people will link to you. If you write your "usual" content that interests just you and try those techniques, it won't work.
Content comes first. Catch people interest, they will provide links that will be much more valuable than your link scheme
