After my site has been optimized and the key words have been defined does it require constant weekly or monthly updating , or only a few minor adjustments for a few months to increase ranking ?

There is no "schedule" that fits all situations, just the same as there is no "one size fits all" optimising. Whatever the site needs to maintain or improve the conversions will become clear with time and experience.
New pages need adding as you need them, and you should review your logs to see what the trends in conversions are, then adjust your strategy accordingly.
There may be periods where daily work is required, and there may also be months where nothing at all needs changing

It is PROMOTION and MARKETING that is a continuous process which needs regular scheduled work not optimising.

Most definitely. SEO should be seen as an on going process. Once you have the initial on page optimisation covered, the on going focus should be on building links & developing the content of your site.

In my opinion, a web project should NEVER be finished as long as the company is trading.

From a wider perspective, you should also be continually tracking the effectiveness of your site, are visitors turning into enquiries/sales, and developing your site/marketing based on this
