You're on the money twiggy and I believe there are millions of people who are looking to make a quick buck, and unfortunately as a result of this, services that are provided are of less quality.
The quote, "If you need something done, you do it yourself" stands very high in this regard, however if you lack the knowledge of SEO, which is quite common for the general webmaster, it can be a hard road if not taught properly. The next best thing to do from here would be either a): Hire services from a well known SEO company or internet company or b): Hire your own SEO person, some junior SEO webmasters are good especially for the amount of money you can pay them.
Even though the both options above are expensive, you will feel in control and most likely be guranteed your website on the first page and with continious efforts, rank No. 1
Though I still recommend any webmaster who isn't aware of SEO in depth to learn about it and understand it.. it's so vital!
