If a page on a domain has a blank link pointing to my web site. How would search engine see/react to this blank link.

There are legitimate uses for something like that, namely if you are using a CSS image. The search engine would probably still follow the link, but it might not categorize it as well since there isn't any anchor text.

I guess that is true. I either hide the text with a negative text-indent, or else use an <img> tag with alt-text, so I don't know if I've ever actually made a blank <a> tag that was not a named anchor. I usually try to think of what screenreaders would react too, which means making something for crawlers to read.
