PR stands for Pagerank, and it's Google's measure of how well a webpage is doing in regards of how many other webpages are linking to it.
The higher the PR the better, all sites start at PR0. Google is a PR10.
What is also important to note is that it would be better in some cases to get a website which is a higher PR to link you your site rather than a number of PR0 sites linking. Quality over quantity.
Google updates webpage's PR rating every 3 months or so.
That should give you a basic gist of what PR is.
Also I assume it's in the SEO forum, because the OP had the idea that PR was related to SEO which it can be. He didn't know it was related to Google.
