I am new to this and i need a basic run down of how many key phrases to target for my single website? or should i be targeting specific key phrases for specific pages on my website?

If i have a website and I am promoting my website on other sites could i not simply put unlimited key phrases in lets say an article for example?

It would be good if you could focus on 20-30 phrases/keywords to optimize to your site.. Web pages may have different set of keywords as well.

It would depend on the TAC (terms and conditions) of the site you are posting your links.. But mostly, it would be up to 3 different links per 3 different keywords (this mostly apply to article directories).
