yes, and in my opinion it's more important than on-page SEO. Without link building you got no chance to be in SERPS.

But as for me, ON PAGE and OFF PAGE OPTIMIZATION are both important. Your link building method will be not so effective if you dont WELL OPTIMIZE your pages.
