It is different depending on the industry and competativeness of keywords.

I usually look between 3% - 9% though

I personally wouldn't go as high as 9%. I aim for 3-5%, but I do not strictly adhere to that. Write for your visitors instead. Rankings will mostly come down to backlinks anyway. So a lot of the time, the keyword density does not matter.

There is no optimum keyword density to use. Write pages for real people and stop worrying about finding the perfect density. You won't find one and at best this would be a very low signal of anything to search engines.

I read somewhere that Google has a strict requirement regarding keyword density. No more than 2% of a page's words should be the targeted kws. Any more will be considered spamming. Is that true?

No. Seriously people, just write naturally. Use keywords and variations of keywords when it makes sense to. Write your content so it reads well for real people. Stop worrying about keyword density or trying to figure out what the perfect % of keywords is. You're wasting your time on something that's less important than you think.

I did some research on this a while back and found that, overall, 3-10% seems to work best for sites with a good amount of copy on the homepage. But we need to bear in mind that keyword density is a pretty unimportant part of SEO. From my experience, keyword placement is far more important.

I've seen sites with just 2 words on the homepage rank very highly, due to a good link building campaign.

I wouldn't worry so much about this as I would worry about making the page search engine friendly by using your keywords in TITLE, H and META=DESCRIPTION tags. This puts your keywords in the right places for the search engines to understand what your page is about.

No, I don't believe this is true. One of my pages had a KD of 15% for the main keyword and it didn't affect it negatively at all. As long as you're not just mindlessly repeating the keyword you should be fine. Remember, the aim is to make it readable for humans.
