I wanted to promote my site at Google. I've encountered the following site that supplies Free photo hosting, and I've noticed that it has high page rank. Now it's not a big site so how can I promote mine as well?
My suggestion is that you always can promote a small site free of cost thru the various resources available on the internet by postings in blogs, forums, classified sites etc... <link drop removed>

Before you promote your site, better you choose your keywords, as my experience shows only you got a good position in google but also would bring you few traffic
forum signatures are not very strong quailty back links, i new a person who had 120 links and had a higher page rank then my other mate and he had 1500, what i am trying to explain its more the quailty then quantity.
yes you can go to the FORUMS and leave your signature it will increase your site ranking and the visitors must be more...in the site from other locations this may help you to increase it

have you got some videos or something? you could get traffic with that from video sites like youtube, etc... well, if you want more traffic then you would want to get better SERP, since SE are the largest source of traffic, you should gain more once you have better SERP.
before proceeding to promoting you website make it sure that your site is well done with on page optimization and you are using the appropriate keywords.
