Well, that depends on the current SERP status/rankings of the site and other on-site factors. In general, a few grands would be a fair price for that term.

Personally, I wouldn't pay anyone to do SEO for such a competitive keyword because it'd be "risky" investment. Any slight algo change can get your site penalized.

Most SEO's would use blackhat to get you on page 1 for that term, but eventually Google will bust you and penalize/ban your site. Your site may stay on the first page for hours or years before Google (automatically) finds out.

I doubt anyone would be able to get you to 1st SERP for that term using white hat, but if they did it should take a few to several months to get solid rankings and it'll cost a lot.

I'd rather spend my time and money learning and doing good SEO practices.
