Google of course is free.

Yahoo has something called "Basic Search" where it looks like they will charge you for submitting up to 5 urls.

Will my site get indexed regardless of whether I pay or not?

Yeah just let search engines find your site but be sure you are submitting your site by doing off page optimization

In fact you don’t need to submit you site to search engines to be indexed, they will do it them selves as soon as you get some back links.
