It all depends on the nature of the site.
For some sites, the best way would be through ads, others, various types of media.

I will say, posting on forums, directories, articles sites, etc are probably the least useful ways to generate traffic and the most time consuming for you.

Best in terms of what? Simply repeating what you heard elsewhere without thinking about it? Suppose you pay $1,000 / month to generate $10,000 revenue. That's not bad, is it?

best way is through google search result.if you see your site on first page for a high competitive keyword you'll surely drive traffics.

For me yahoo answer (Social networking), press release submission, forum posting are very effective way of traffics.

I am getting good amount of traffics to my websites due to above services.
