Normally people get high PR backlinks by paying for it.
For getting backlink from high PR site home page you have to pay for that.
And payment is decided by the site owner you have to do contact with the site owner and pay for your link to site owner.

Why confuse the subject by calling it something else?
Just say, by "buying advertising space" instead of buying backlinks.

there is a lot of way to collect backlink you could get it social bookmarking sites or article submission. Buy link is not advised, because, as far as i know google can detect it as a paid link. But the easiest way is to comment on the do follow blogs or post in the do follow forums.

Social networking is also a great traffic generator. Other than that, article submission is still a good way to advertise your site or blog.

Forum signature, yes and other like blog commenting could be useful as well. But I don't advise buying backlinks, I just don't find it reliable and might even end up having more trouble cause of that.
