The onpage aspects of your site need to be improved, such as keywords, description, and even title tags. The content in the homepage must also be relevant to your target keywords.

Yes I too agree with him. Try to improve the onpage aspects of your site. Then build relevant and quality back links which will help you to increase your page rank.
