Both on-page and off-page optimization has equal importance.Since the off-page optimization depends upon the effective on-page optimization.So do the perfect on-page optimization and then promote those targeted keywords with the perfect off-page optimization.So both on-page and off-page optimization techniques are considered to be of equal importance.

i agree with the 30%-70% ratio.. more work must be done for off-page optimization

On Page and Offpage both are very important factors and for better seo or perfect seo u need to take proper care of both.

if ur onpage optimization is proper then u dont need to work much hard to rank by offpage optimization. i have experienced with the same. proper on-page and then few targeted keywords brings targeted visitors on ur sites.

Maybe 10% - 90%. On on page SEO is one time while offsite is a lifetime. Once you rank well in search engines, you should start to have other page ranking as well or build another page to rank well. This will go on and on.

On-page optimization is like the sausage in the hot-dog
and
Off-page is like the dressing on the hot-dog

You don't put dressing if you don't even have a sausage.
But a hot-dog without dressing is no good.

On-page is vital but off-page will make the difference.
