I am currently working on a website for this guy as part of an internship. Anyway, he wants his website (which already shows on google) to have a nav structure like this on the results page:

How can this be done?

These are called site links and Google creates them dynamically.

I don’t think there is any way to create them on your own.

There is no way to create on your own. Once Google trusts your site and if you have good navigation from homepage you will be provided with Backlinks. My website has got that recently.
Look for "techpp" on Google

as far as know it depends on the popularity of internal links.. may try link build internal pages of the site.. by the way it also depends on the search query..

it normally only comes up when people search specifically for a site name.

It takes time, but when your pages start building some PR and Google likes your nav structure, you'll start to see the site links appear.

if you want the special page in your sitelink lists. you should get more backlinks and inner links to this special page.

Sites that has sitelinks is consider by google as authority sites.

Seems like all one can do is make a given site big enough and important enough for google to automatically generate the links.

I really don't think you could do that for a site, google is the one that decides on that based from some factors. If they don't trust your site I don't think you could expect to see that.
