Dunno about PHPBB but for vBulletin you can get this mod called 'VBSEO' which automatically optimizes your website for search engines but it costs.

You have to just optimize your forum some how and also for traffic generation you need to promote your forum offline also as all mate says than and than you get the traffic to your site.

Manually change your meta tags. Well IMO, even if they are simply made as SEO Friendly, you still need to double check everything needed before you start doing the "actual" seo campaign.
