I have a client who is interested in purchasing domain names that are directly related to their product and location. They already have a website but want to add more domains to help improve their search engine rankings. They want these domain names to link to a single page on their site (not a redirect, but have just a single page hosted at each domain). these pages would look like the rest of their site and if you were to navigate away from that page it would link you back to their main site.

For example: Lets say I have an ice cream store. I have a main website at www.joesicecream.com . If I buy another domain name, say, www.portlandoregonchocolateicecream.com and make a page there that looks just like my main website but is all about chocolate ice cream in portland oregon, would this show up high in the search engine results? So, if I were to search "chocolate ice cream portland oregon" would my page likely show up in the top results?

Also, is this considered "white hat" SEO? My main concern is not doing anything that would be frowned upon and result in a search engine ban. Is there a name for this sort of thing?

This is blatant spam. You should advise your client against this. Instead of building a huge network of spam sites, just build more content on his main site. Then build lots of links using those keywords that he wants to rank well for.

This is surely a blackhat SEO and google would definitely punish both the websites for mirror sites penalty..

I agree with building internal pages and doing SEO for those inner pages so they rank.

No!
Not unless you spend the time actually promoting it. And it that case you would be better promoting the main site.

using/promoting doorway domains/pages (which is what you are talking about) takes just as much work (if not more) as promoting one main site. And is not really that successful anymore. As SEs and users get smarter deceptive methods become less effective and less profitable
