It seems like everyday there are conflicting reports on whether link building via manual submission to solid directories are beneficial to website SEO. I understand the purpose, and that no one truly knows SEO algorithims, but its hard to get concrete results (even SEOMOZ etc...are not very direct in answering). What type of tangible results have you all gotten with this type of SEO approach. (please no generic/spammy posts telling me about good link submitting tools, if you have a tool or site that you like or is SOLID then drop it, but save everyones time with the BS.

As you have rightly said that nobody knows about the ranking algorithms so it is advisable to go for any type of legible link building including link building via manual submission to solid directories. Do not get interupted by side talks and keep on building links because that is what is going to bring you to the top for highly competitive search terms.
Manual Directory Submission is the effective way of link building,coz automated automated submission sometimes lead to spam or submitted in value less directories,if you get a link from effective directories,then your PR gets increase
Remember that directory submissions are a long-term SEO strategy and not a link strategy. Hence, do not expect extreme inbound traffic from your directory submissions, but instead have patience.
One common disadvantage is that directory submissions are lingering and tiresome. Hence, do some additional work to optimize your web pages or content according to SEO editorial and SEO copy writing guidelines and then select the proper directories for submission.
I still believe doing directory submission will have some help on your site but I don't think that its worth your time. I would rather do blog/forum posting from relevant sites. I think that's more effective.
