The Philadelphia Inquirer recently published an article that featured 2 photos of my work. The photo credit shows my website. The online version of the article also shows my website address and one of the blog posts shows it too. They are not links, but very cool, nonetheless.
If I place an outbound link from my website to this article, will it be at all helpful for SEO?

No, but if they will link from thier page to your it will be good for you.
Also, if they put alt text for the images, it will be good for you.

It won't be any use at all for SEO, but it may be extremely valuable in promotional terms.
Links are NOT optimising, they are advertising

If you put the link on your page - put... rel="noFollow" ....and the bots will not follow it, but ppl will.

Outbound links by their own virtue do not affect rankings, but if I were you, I would add that link immediately - in the end, you are promoting to people, not search engines. And in the way of promotion, this is a really great thing. That would be an additional stimulus for people to link to you, not to mentioned increased credibility of your site.

You could contact the webmaster there, see if they can live link it.
I think it would help your rankings if they linked to you. And as others have said, definitely link to it (use nofollow if they do eventually link to you, so it doesn't look like reciprocal) for your visitors, as they are the reason for all of this.

I still do not understand how links aren't optimizing. When you have a link from another website to yours, regardless if no one at all sees that link, the search engine will see it and consider that link for pagerank and listing purposes, hence the reason I still consider links optimizing as well as advertising.

RoyDixon,
IMHO, outbound link affect SEO.
Google calculate ratio between outbound and inbound links on one web page. If your site is of reputation, authority and credibility in google eyes, your PR and ranking position keyword phrase or theme for that web page at SERP-s will get higher, otherwise not.
Outbound link helps google to determine theme of that page.

Look up the definition of "optimising"
It means "Making some thing be the best it can"
All links are doing is advertising where your page(s) can be found

Outbound links send visitors away from your web site. Attitudes towards outbound links vary considerably among site owners. Some site owners still link freely. Some refuse to link at all, and some provide links that open in a new browser window.
Opponents of outbound linking argue that it risks losing time and money from site visitors. This can be a large risk if a site is facing high customer acquisition costs.
Proponents argue that providing high quality references actually enhances the value of a site and increases the chance of return visitors.

outbound links will not be considered for ranking in google but gives value to visitors about your site and promote it.
for doing seo you may need to apply linkbuilding tactics so as your site will get many follow-through easily and boost your sites traffic volumes.

Many people are afraid to link out to related resources throughout their copy. Many search engines grade pages not only based upon their copy and inbound links, but also upon the pages that they link to. Relevant outbound links to quality sites can actually help your own performance in the search engines. All of your outbound links should not be link trades in one corner of your site. Try to naturally mix to quality sites in your site architecture wherever it makes sense.

Link to another site may refer your visitor to another site, From SEO point of view it is of no use but if you provide your visitors the quality links and if they find it useful for them, then are more likely to come back to your site and may refer others to you.
