OK, so it's a pretty basic question but this surprised me.

I recently attended a seminar about the web for artists and one of the folks kept emphasizing OUTBOUND links as being helpful. Any truth to that? Does it matter if the open in a new window/tab?

From SEO prospective, i think it's not useful but from users point of view, if you provide your visitors the quality outbound links which meet their requirements, They are more likely to come to your site or will refer others as well.

They'll help the site you link to but not yours. It makes no difference whether the link opens in a new window/tab/whatever.

You will lose some link juice if you do have a bunch of links on your page.

Opening outbound link should be done in new tabs if the site is yours which enables the visitor to stay on your site to look for more in there. If you are just "riding" at the site like blog comment you should open this within the same window.

Without outbound links there would be no "web".

In a site context outbound links can be very helpful for your visitors by providing links to similar or relevent sites. That's it, no rocket science, simple.

Opening links in a new tab/window is up to you but my advice is DON'T DO IT!
