If yes add them, if no don't add them

I think you should always interlink your own sites. Even if they aren't quite related, it can still be very beneficial. Although it might be better to do three-way linking if you can.

I've read in another forum that someone who interlinked every page of every website to each other got penalised.

Having said that, I add a "designed by" link at the bottom of each website we design and I really believe this helps us in the serps. I also use one or two old websites that we (not customers) own to link to new websites that need the serps boost and, if a customer owns more than one website, then I provide one-way links to the website(s) that most need a serps boost.

In summary, I interlink selectively rather than itnerlink every page to every page.

I interlink between my 2 blogs and it has not affected my search engine position at all. Most importantly it hasn't damaged my seo!

I really don't understand how you could get penalized for that. How is it really any different than a reciprocal link? And you only get penalized for reciprocal links if they're excessive or bad quality.

Its useless to interlink it. Why? It simply because it has different niche. We all know that backlinks fromNICHE-RELATED websites are much "healthier".

In my opinion yes, especially if your sites are somehow related. It would really help. But if they have no relevance with each other, I personally still prefer interlinking them, although it won't get any help with serps, its mainly for additional exposure.
