Why is 10 an optimum number? Based on what evidence or guidelines form what reputable source?
Is it better to build 10 links a day from rubbish sites with poor content, or one per week from a high authority, on topic, reputable site do you think?

I use a gradual increasing sliding scale. Meaning I started off at 1 link a day and add 10% to that number each month, as of right now I am around 17 links a day. This gives a site better growth as a more popular site needs more links built each day. Obviously the number of links that you where using to build your site in the beginning is going to need to be increased as your site becomes more popular.
