Best way to target keywords on my site with a broad or exact phrase

I'm trying to optimize my site for some keywords, but I'm not too sure how it works. For instance, I have a web design company and we are located in San Jose. So, I wanted to target keywords for this. We are also in what's called the bay area, so I thought I could just put the two together and in my title tag I have "San Jose bay area web design company"

My question is, will this only target search results for that exact phrase? Or will I also be targeting variations of it, such as "San Jose web design company," or "bay area web design company," or "San Jose web design,"
etc...

I just don't want to limit how my keywords need to be phrased in search engines. I would like to be searchable with different variations of that first phrase. Is this how it works, or do I need to optimize that phrase differently? Thanks.

Any thoughts on this? I'm still trying to target those keywords. Also an odd thing happened today. when I first started, my homepage meta description said one thing, then I changed it to optimize it. yesterday my google search showed the new optimized description, but today when I checked the google search it went back to the old one. I dont see how this is possible since I changed that meta description, it should even be able to see the old one anymore.

What tool did you use in your keyword research? I just used the Google keyword suggestion tool and here are some of the geo-specific keywords that have good search volume:

web design san jose
website design san jose
web designers san jose
web designer san jose
web design in san jose
san jose web design company
web design classes san jose

Use these keywords as your anchor texts.

I use google keyword tools as well. My main question is do I need to target different keyword orders individually? So if I use san jose web design company in my title tags or anchor text, will that bring in search results from search queries that use those words out of order? or do they have to be searched in the exact order of "san jose web design company"
