I think about 3-4 is enoguh. Mostly nowadays, google does not give more priority for that. However, if we have more/excess keywords there - That is not good in the view of google.

Why meta keywords.. now SE bots are not considering it especially Google .. so its waste

I limit myself to 10, don't put to much effort here, you can spend your time elsewhere and get more trafic. Good content is the key.

Less than 10. More than that is risk. Please note that google and other major SEs don't care meta tags

I would say 3-5 keywords are realistic in a single page. But they're not that important anymore. Title tags are the only essential tags and they should be relevant to page content.

You can also add 10+ meta keywords in your site. I think it is not more important for any site if you want to get search engine result than mostly focus on content for your site.
