More correctly then would be to state:
The word/phrase being in EITHER the anchor text OR the surrounding text because that has been the case for very long time.

The last time I ran any testing for this, it seemed that the anchor text ± 4 words was the cut-off, BUT it is extremely difficult to draw anything conclusive from such tests as anchor text is still body text so this can distort the results if extreme care is not taken.
