Are you sure about social bookmarks, because as I know submiting to as much as possible bookmarking directories didn't help you to be more popular. Because social bookmarking is something similar to social network where you must have respect that your link will be reviewed or your link must be very interesting and unique.
But articles directories are usefull if you submit it only into popular directories too... Let's which have pagerank not lower than 3

In these techniques link building is the fastest method to generate traffic.

Do not chase for the backlinks only when you can properly make a good website with good content. There are various method but do it properly and slowly.

For my web site one technique was very effective, that one brought several of my web pages to #1 ranking position at google SERP-s.

It is important to write useful, informative, interesting and above all, content which people are looking for. I have put at that web pages outbound links to the strongest blog from niche to related themes. And after some time editors from that blog wrote commentaries of my web pages and of course they put only one external one way link to my inner pages, rest is history.

Not sure about your interpretation on the word "easy" but for me, the best seo strategy should be working on link building. On-site optimization like keywords tags, alt image also play a small role.
