Aside from that you can use 301 redirect if you have to change file names or move pages around, because it's the safest option.

Hey its been written. If you do temporary redirection, your redirected spot will not get you indexed. Why do you show as a temporary redirection to search engines when you are switching to some permanent place. Just imagine if you are changinf your home permanently to some other place, wont you change the address in all the places of proof or any other documents related, Thats what you are doing with 301.
Got it? Or still do you need more.

It is the easy and safest way to redirect links. For example, if you have the same links on your site that needs to redirect and updated always, 301 redirection is very very helpful. You will just only change the link on htaccess without changing all the links on your site.

301 redirect is very important when you change your url, domain name, moving web pages etc.

To share my experience, I changed my permalink in wordpress months ago and got messed up. All my old urls' went to "page not found," Google penalized my site, my PR went to PR 2 to 0.

It took several months until Google indexed all my pages and returned my PR back.

Your site did NOT get penalised!!!!!!

You MOVED all of your pages. PR is based on the URI, you CHANGED all of them so. ... ...

Wrong!!

It is NOT an important factor at all.

It is a TOOL that can be used to assist, should you NEED to change URIs for some reason.

And even with a permanent redirection there WILL be a loss of SE traffic, rankings etc
At best this will be for a few months, at worst it will be a permanent loss.
