Once again, the actual
intended use for these sites is to be
social (hint: it is in the name) and are not there for YOU to drive traffic to YOUR site or to get worthless backlinks.

) that these sites (social bookmarking) sites were meant for you to
discover sites you may not have discovered without the bookmarking of someone else that shares it with you or the public.
As I mentioned earlier, I do use Delicious to bookmark sites and have then categorized by tags so that I can reference them later. I do this to do research for blog topics on my sites, to keep an eye on competitors, and to share the sites with people I am friends with on Delicious.
I use StumbleUpon to
discover sites that have to do with a particular topic, and if I find it worthwhile, I may give it a thumbs up so other people might also
discover this information and my "friends" on SU will see I liked it. NEVER submit your own site to StumbleUpon, I promise you it will work against you if you do....
I recently started using Blog Engage because a good friend of mine is on it, and I am researching if it has any value (will most likely write an article with my findings down the road).
To answer the question though, the most effective social bookmarking site is any one of them when you use them correctly and not for your own traffic or links.
