For me, I think bookmarking site only give traffic but not sure if targeted. And also I don't think it help you improved your rankings.

As from my own experience, I can say that social bookmarking is one of the most effective SEO tools. I try to follow several rules - I change the titles, change the body of the article, and from one article - I have 3 or 4.

SBM is really a waste of time unless you really concentrate on one site - like SU or Digg. Make a lot of friends that your site has something in common with them - then I think you can pick up some traffic. Most of the time - it really doesn't work - and I'm not sure if G pays that much attention to them (except for Digg - I can count on G always indexing a dugg article - at least for me)

bookmarking rules? in almost every website, whether its forums, directories or social bookmarking sites, they have different rules and regulation, like this one, next to the "NEW POST" link is the "FORUM RULES" link... these rules are rules which you are going to find out for yourself and they should be one of the things that you should see when using sites like those.

Bookmarking is merely a backlink. There are many people using bookmarking sites but only for the "bookmark" and not to get information.

Surely it DOES help if you know how to bookmark sites right. I always use social bookmarks in order to get more traffic and improve SERPS for new pages. There was a good social bookmarking guide (priced at $20???) some time ago, it contained lots of useful information and some really weird suggestion (but they have worked). Unfortunately, I couldn't remember their site URL.

Still, I strongly believe social bookmarks DO help.

That's 100% correct. Still, I know many webmasters who try to submit hundreds of URLs every day (using automated tools, of course) and later they cry about accounts being suspended and all bookmarks deleted.
