I'm looking for a program to harvest authority high PR backlinks.Any ideas?

"High PR" does NOT mean "authority" and, if they were that easy to get, they would NOT be "authority"

Well, you can try http://www.submitbookmark.com (they have released a new version less than a week ago), it works great for me.

one thing that high PR sites have in common is content that is useful, valuable, or thoroughly entertaining. So your first step is to create content that is good enough, or useful enough, to be linked to from high PR or high authority sites.

You could alternatively try Angela's packets. Do a search for these, I don't know the mechanics of it but her system seems to have worked for friends of mine.

I bought a few months of her packages (dirt cheap) and they do seem to work - but I'm also throwing article subs, web 2.0 props, at the same landing pages - so I can't exactly say that Angela's links are really working or not - I do know they take a long time to get indexed - so you may have to leave "some crumbs" to them for Google to find its way to her links.
