It isn't "nofollow".

there is no such thing as "dofollow"

the "rel" attribute is short for related, and it means nothing at all other than being used as a reference, no browsers use the rel attribute on anchor elements and only (some) search engines recognise the "nofollow" value.
The only other use for the rel attribute is on link elements with the value of "stylesheet"

Obviously rel="nofollow" makes link a nofollow link, or makes it useless for the purposes of Google SEO

What else could make a link useless for the purposes of Google SEO?

or what HTML or Java coding should people pay attention to learn if the link they are placing and spending time on is worthwhile or useless?

a full stop (.) character is the terminator for a sentence, this character is called a "period" by the Americans.
