Well it isn't.
It's just the usual case of the "experts" making things up to suit what they think they see.
Certainly new pages and sites appear high in the results but it is not because they are "fresh", it's simply because their natural position in the results is not determined until all the factors are fully analysed, which takes a few days.
And WHAT constitutes "fresh content" anyway? If I write an entirely new document detailing Einstein's theory of relativity would that deserve a place in the results above some of the academic works that have been published because it's "fresh"?
Search engines want UNIQUE and AUTHORATITIVE content to show to their users.
They want content that their users are actually looking for.
It does not matter if it was written 15 minutes, 15 hours, days, weeks, months or 15 years ago.
